Academic experts have called for national government to intervene in the spat between Eskom and Emfuleni municipality, in order to prevent service delivery from getting worse than it is. Fears are raised that if Eskom forge ahead with it’s high court order against the municipality, there will be a total collapse of service delivery in Emfuleni. Proffesor Jaap de Visser, at the University of Western Cape, said Eskom taking the municipality to court will simply drag ELM further down a vicious cycle of non-payment and further service delivery failures. De Visser added neither can it be expected from Eskom to supply electricity endlessly without payment. He said the Gauteng provincial government won’t be of assistance either as it has failed the municipality over the past years. According to de Visser, National Treasury needs to step in because all the other parties will just continue dragging this matter.
