DA in Metsimaholo concerned about failure to review bylaws as mandated

SASOLBURG - The Democratic Alliance (DA) in Metsimaholo Local Municipality in Sasolburg is concerned about the failure to review bylaws as mandated by the Municipal Systems Act and Municipal Finance Management Act. DA Caucus Chairperson Metsimaholo Local Municipality, Teboho Thulo, said these outdated bylaws severely hamper municipal officers in their ability to enforce laws and perform their duties effectively. Thulo said bylaws are vital tools for maintaining law and order, ensuring safety, and upholding community living standards. He said over the past five years, the municipality has neglected to review these bylaws, leading to illegal buildings, unauthorised boarding houses, unregulated informal businesses, and the overloading of infrastructure. He says this has burdened the municipality with millions in repair costs due to issues like electricity overloads and sewer blockages. The lack of updated bylaws has fostered inconsistencies and conflicts, non-compliance with higher laws, and eroded public trust and accountability. Residents are now forced to navigate outdated, contradictory, and confusing regulations, resulting in enforcement challenges and potential legal complications.
